PREAMBLE

These school life guidelines (Rules and Regulations) shall be cited as “Kiira College Butiki School Rules and Regulations” and shall apply to ALL students of the school during their entire stay in Kiira College Butiki.

Students MUST produce this document on the first reporting day, when being interviewed, counselled or advised by the student leaders, staff and Disciplinary Committee.

These School Rules and Regulations are expected to transform students into young men who are academically excellent, morally upright, responsible and sociable citizens.

These School Rules and Regulations must be in place to ensure that all students/learners with diverse cultures in the school have a safe and productive learning environment in order to achieve expected goals.

These School Rules and Regulations shall be reviewed and amended from time to time, as deemed necessary.

1.0 REPORTING AND LEAVING SCHOOL
S/NO IDEAL CONDUCT VIOLATION INDICATORS ACTION / PENALTY
1.1 All students shall be required to report to school on the 1st and 2nd day of the opening of the term. Reporting after the 2nd day of opening of the term. Student comes with parent.
1.2 Students shall report to school between 8:00am and 5:00pm. Reporting after 5:00pm Student is sent home to come with the parent.
1.3 All students shall enter or leave school through the main gate ONLY. Entering through other passages School suspension (2 weeks) and a roll of barbed wire (25kgs) or an equivalent.
1.4 New students shall report to school as stipulated in the Admission Letter. Failure to report as stipulated on the Admission Letter. Forfeit the place.
1.5 A student shall present a leave chit or permission chit duly signed by the parent and evidence of fees payment when coming back from home before signing in at the Registration Desk. 2.0 OBEDIENCE AND RESPECT

2.1 Obedience: Students of Kiira College Butiki MUST obey the Head Teacher, Deputies, teaching staff, non-teaching staff, students’ leaders and the general community. 3.0 TIME MANAGEMENT

3.1 The students shall be punctual for all the school routine/functions/activities and will move quickly/swiftly in an orderly manner at all times. • Coming in late.

4.0 PARTICIPATION IN SCHOOL FUNCTIONS

5.0 ACADEMICS

5.1 All students shall participate in all school academic programs and attain the required average: Passing Marks of 55% for ‘O’ and A’ Levels (8 points for both Arts and Science).
Other requirements include:
• Attendance in class, preps, tests, assignments and examinations.
• Seminars, discussions and excursions.
• Failure to attend any of the activities.
• Failure to score the required average marks and points.
• First test: warning, guidance.
• Second test: bring a parent.
• Third test: Advised to change the learning environment.
5.2 • No involvement in examination malpractice and dishonesty. • Cheating of examinations or copying from each other.
• Smuggling of notes.
• Impersonation.
• Withholding of scripts.
• Dodging of exams, tests or assignments.
• Walking out of the exam room before the scheduled time.
• Cancellation of all results of the same examinations

6.0 UNIFORMS

6.1 Description of O’ level school uniforms:
The O’ level school uniform shall be:
• White shirts with short sleeves and white pair of shorts.
• Green sweater with a white stripe. in the neck arms and lower part
• Grey stockings with two green stripes and one white stripe.
• A green elastic belt with a white stripe.
• Polishable black leather shoes.
• Abuse of uniform:
• Wearing open shoes, slippers, loose or no belt, open buttons, bangles, earrings, necklaces and other jewelry.
• Wearing hooded jumpers/jackets, slimming shirts and shorts folding stockings.
• Putting on weekend wear during lessons.
• 1st offence: Statement and confiscating of items.
• 2st offence: 2 weeks suspension and last warning.
• 3rd offence:
• Indefinite suspension/ exclusion.
6.2 Description of A’ level school uniform
The A’ level school uniform shall be:
• White shirts with long sleeves.
• A green and white striped neck tie.
• Ash grey pair of trousers touching the shoes.
• A green elastic belt with a white stripe.
• Black/grey blue socks and
• A green blazer.
Abuse of uniform:
• Wearing open shoes, slippers, loose or no belt, open buttons, bangles, earrings, necklaces and other jewelry.
• Wearing hooded jumpers/jackets, slimming shirts and shorts folding stockings
• Putting on weekend wear during lessons.
• 1st offence: Statement and confiscating of items
• 2nd offence: 2 weeks suspension and last warning.
• 3rd offence: Indefinite suspension/exclusion.
6.3 Weekend wear:
Black pair of shorts/trousers and green T-shirts.
Sunday wear: Black pair of shorts/trousers and white T-shirts.
Abuse of uniform: • 1st offence: Statement and confiscating of items
• 2nd offence: 2 weeks suspension and last warning.
• 3rd offence: Indefinite suspension/exclusion.
6.4 Student must wear uniform issued by the school with his name embroided on it.
Student must not tamper or change the form of the uniform issued by the school.
• Wearing uniform not issued by the school.
• Wearing uniform with a different name embroided on it.
• Tampering or changing the form of the uniform issued by the school.
• 1st offence: Statement and confiscating of items
• 2nd offence: 2 weeks suspension and last warning.
• 3rd offence: replacement of uniform tampered with. Indefinite suspension/exclusion.
6.5 Party wear: decent wear and well/kempt shaved hair. • Indecent attire and footwear(not slippers)

6.6 A student shall wear prescribed school uniform at all school functions, when going out of and coming to school.
A student shall wear games uniforms during games time in the playground.
A student shall wear out of class uniform (designated house T- shirts and a pair of black shorts–O’level / trousers-A’level) after class time.

• Wearing unprescribed attire.
• Wearing prescribed uniform in a wrong place and at a wrong time.
• Abuse of uniform includes wearing open shoes. during school functions, loose trousers and or no belt, open buttons, earrings, necklaces, bungles and other jewelry, hooded jumpers/jackets, hanging shirt (untacked in), tattered clothes, hats/caps.
• 1st offence- confiscation of the attire.
• 2nd offence – Treated as disobedience (Refer to 2.1 above).

6.8 Physical appearance of the student shall conform to the core values of the school, decency and well kempt hair and short nails. • Shabby physical appearance. • Student to immediately comply with decency and cut long hair and long nails.

7.0 MONEY

8.0 DINING HALL & SCHOOL MEALS

8.5 Leftover food must be properly disposed off into the food waste containers provided. All wastes should not be left on the table or on the floor.

9.0 HEALTH, SANITATION & SCHOOL DISPENSARY

9.1 Every student shall promote a healthy life style through personal hygiene, clean environment, good eating habits, regular exercises and medical checkups.
A student shall maintain body hair (not more than 1 cm of short properly combed head hair and shaved facial hair).
Failure to maintain proper hygiene:
• Not bathing or washing.
• Allowing head hair to grow long beyond 1 cm and unshaved facial hair.
• Wearing dirty clothes.
• Keeping long nails.
• Any form of negligence.
• Encouraged to maintain personal hygiene and body hair.
• Guidance and counselling
• If persistent exclusion from school functions.
• Defiance will be treated as disobedience (see 2.1 above).
9.2 A student who gets sick must inform the Head of House, Health Councilor, House Teacher, prefect and Teacher on Duty. Failure to report. • Send student to the dispensary.

9.3 DISPENSARY:
A student who falls sick must report to the School Dispensary for medical attention.
Must give correct details of the sickness.

9.4 A student shall not report or return to school with an infectious disease such as T.B, Hepatitis, COVID 19, Cholera, dysentery, etc. • Failure to inform school administration, medical staff.

9.5 DRUG ABUSE: All students shall remain naturally sober, sane, sensible, healthy and hard working without drug influence. Failure to declare and present the medical reports. Sent back home for medical checkup.
9.6 Student shall declare all complicated diseases like Sickle cells, Asthma, Hypertension, etc and prescribed drugs plus diagnosis prescription document from doctor to the school nurse. Failure to declare a complicated disease. • Referred to medical authorities.

9.7 Every student shall promote and maintain a clean and smart environment through house work and proper waste disposal. • Failure or refusal to do house or class work in time.

• Writing or posting unauthorized pictures on the wall or blackboards.
• Culprits/offenders asked to clean the place, or any other area in the school compound.

9.8 Every student shall use official paths in the school compound only and participate in the beautification of the school compound. • Trespassing.

10.0 CO – CURRICULAR ACTIVITIES

10.1 GAMES & SPORTS:
(a) Every student shall participate in at least one sport to maintain a healthy mind in a healthy body; and exploit non - academic talents for future careers.
(b) Every student shall wear sports uniform during the sports and games activities.
(c) Every student shall do practice/ training within the school and in the school playgrounds with permission. Out of school shall be with permission, and supervision of a games teacher.
• Not participating in any sports activity

(a) Every student shall belong and participate in at least one club/society at school to promote social understanding and skills.
(b) Every student in a club shall be responsible for proper management of the club resources.

• Failure to account and remit club money to the bursar’s office.

10.3 PARTIES:
All parties/functions shall be organized/authorized by the school administration for the benefit of the entire community.
Organizing and/or attending unauthorized parties e.g. birthdays, farewell, etc. • Write statements.

• 2nd offence: indefinite suspension.

11.0 SCHOOL PROPERTY

12.0 ELECTRICITY & WATER

12.1 Students shall use electricity and electrical fittings responsibly. • Leaving lights on beyond the official time.

12.2 A student shall not possess unauthorized electrical fittings, or gadgets including cooking/boiling equipment. 12.3 A student shall not install or interfere with electrical fittings. 13.0 STUDENTS PROPERTY

14.0 COMMUNICATION

14.1 MEDIUM OF COMMUNICATION: English shall be the official language used for communication at all times. Speaking in other languages not taught in the school. Writing long compositions, Guidance.
14.2 CHANNELS OF COMMUNICATION: A student shall raise inquiries, suggestions and grievances through the correct channels: suggestion boxes, student leaders, and teachers on duty, class teachers and patrons. Failure to follow the right channels of communication • Re-direct communication

14.3 PUBLICATIONS / ARTICLES TO PRESS:
(a) A student who wishes to publish an article or later or magazine for internal / external circulation or consumption or any correspondence outside by which ever means (Public, Private computer) shall obtain prior approval of the Head Teacher.
(b) A student shall correspond with the media only with authority from the Head Teachers office.

14.4 COMMUNICATION WITH PARENTS / GUARDIANS:
(a) A student shall communicate with his parent or guardian only through the Head Teacher‘s Office. A Student shall NOT POSSESS A MOBILE PHONE
(b) In school, all students shall meet their parents or guardians through Administration.

14.5 SUGGESTIONS:
A student who wishes to make a constructive suggestion privately shall do so through the suggestion box or seek audience with the Head Teacher.

15.0 OUT OF BOUNDS / RESTRICTED AREAS

15.1 The students shall live within the school boundaries.
DESCRIPTION.
Restricted places include; school farm and orchard, school forest / jungle, school playgrounds without permission, Butiki – Gayembe, Kivubuka, Namulesa, Idhogolo, Wabulenga and surrounding areas to the school.
Being found at the following places:
• Along the road from the school gate to and at the T-junctions at Namulesa, Budondo and Butiki.
• Outside the restricted school areas.

15.4 Houses shall be closed during: Assembly, Lesson time and re-opened at 5:00 pm.

15.5 STAFF HOUSES STRICTLY OUT OF BOUNDS
To all students (including children of staff members) except with express written authority of the Head Teacher.

15.6 Every student shall remain at school up to the end of term. Short leave shall only be granted in times of emergency, by the administration (issue leave chit) or an accompanied outings. Any student found out of the school without authority / permission, by suspicious exit, OR disappears from school or persistently dodges Roll-calls.

15.8 A student who is on suspension must proceed straight home to the parent / guardian and stay there till the prescribed end of the suspension. Sneaking back to school or participating in school activities when on suspension. Report to police indefinite suspension /exclusion.
15.9 The staffroom must be respected at all times. Only student leaders may access the staffroom with permission. • Unauthorized entrance into the staffroom.

• Watching TV in the staffroom under all disguise.

15.10 Houses are off limits during study times: class time, prep time, parade and assembly time. • Found in houses at such times.

15.11 House entry and exit by a student shall be through designated facility, unless authorized or in disaster emergency. Use of other facilities (windows, ventilators, roof) other than the doors. • 1st offence: writing a statement and internal suspension/exclusion
• 2nd offence: suspension/exclusion for 2 weeks and last warning.
15.12 A Student shall visit a school canteen during the scheduled time only. Visiting the canteen during the time for assembly, lessons, prep and any special school program. • 1st offence: writing a statement and internal suspension/exclusion.
• 2nd offence: suspension/exclusion for 2 weeks and last warning.
• If persistent, indefinite suspension / exclusion.
16.0 VISITATION

16.1 (a) Government policy restricts visitation to once a term and administration shall duly communicate a programmed date to the students and parents. Interaction with a student on any other day requires special permission by the head teacher.
(b) Visitation time shall be restricted from 9.00am to 5.00pm and every student shall be expected to alert their parents/guardians accordingly.
(c) No unauthorized visitors are allowed in the college. Visitors coming to the college shall report and register with the School Administration.

16.2 Visitors shall be restricted to the classrooms, visitors park, compound benches, playground and administration block for interaction.
When snacks, meals or eats are consumed at the visitation venue, proper waste disposal shall be observed to maintain sanitation and a clean environment.
On visitation day, every student shall be required to wear and remain in full out of class uniform (white T shirts and black pair of trousers/shorts).

17.0 PRAYERS

17.1 (a) Students shall attend prayers in their respective places of worship at the prescribed time and place within the school routine and frame work, for spiritual/moral guidance and uprightness.
(b) The school caters for only one of the three recognized denominations in the school namely: Protestants, Roman Catholics and Islam.
(c) Every student should be decently dressed up in school uniform /Sunday wear while attending prayers.
